The youth population occupying the outskirts of Nearstalgia Bay, Surf Noir are known as the Foggy Hill Gang.

Ever since Wave Tech infiltrated the bay, pollution from their plant has created a smog that covers the nearby hills which is their home.

The Foggy Hill residents have been pushed further into the hills over the years and are forced to wear goggles when they travel through the valley to venture into town for supplies.

I traveled into the hills to capture portraits of some of these mysterious hoodlums and share their stories…
